Working Group on Russia of the second Int'l affairs Committee visited Russia

A study group led by Mr. Nagano, Chair of Working Group on Russia form JIPA the second international committee has visited Russia from October 20 to 26, 2012. Entering World Trade Organization this year, Russia is expected to high economic growth as a part of BRICs. However it is very difficult to obtain Intellectual Property related information in Japan because of its language.ĦĦThe main purpose of this delegation was to study the current situation of IP protection in Russia and to build a closer relationship between Russia and Japan through opinion exchanges.

They visited six places including Supreme Arbitration Court, Rospatent, the Eurasian Patent Organization, local patent offices and JETRO. Each office was willing to accept our questions and demands, so we had fruitful opinion exchanges during our stay.

Supreme Arbitration Court

Mr. Starzhenetskiy, Director, Department of International Law and Cooperation explained the present condition of IP related lawsuits in Russia and estimated influence of the IP court establishing in 2013. It was stunned by the fact that the department has monitored European and American IP related precedence and Japanese as well. They reaffirm the fact that the Russian Government has been focusing on pledged to attract foreign companies through the consolidation of the IP legal system.

Rospatent

Mr. Albergonov, Director, International Cooperation Department answered questions about Russian patent law and its implementation, then outlined the basic direction of the bill to revise the patent law now under Parliament deliberation. JIPA delegation asked about the potential abuse of IPR and enhancement of IPR information provision.

Eurasian Patent Organization

Mr. Talyansky, Director, Examination Department talked about relationship between the Eurasian Patent Organization and Rospatent, a general overview of the Eurasian Patent System and its operational peculiarities, the relation between the Eurasian Patent Convention and national laws in member countries. The delegation learned something they'd never have learned otherwise.
