Meeting with Chinese Standing Committee of the National People's Congress

On September 13, 2016, we held an exchange meeting with officials of the Chinese Standing Committee in charge of patent law-related affairs who came to Japan in connection with the project "Legal Development for Improvement of Market Economy and People's Wellbeing" at the Japan International Cooperation Agency (JICA). In the meeting, a 10-member Chinese group led by Mr. YUE Zhongming, an official of the Economic Law Department of the Standing Committee, participated, and an Asian Strategic PJ group of JIPA consisting of a total of 12 members including Mr. Kumagai, a vice president, and Mr. Bekku, a managing director, participated.

In this meeting, after the introduction of JIPA, we conducted a question-and-answer session and a free discussion between both parties on the draft amendment to the Chinese patent law and countermeasures against counterfeit goods in China. Additionally, the Chinese group asked questions about, for example, the way of thinking about the attribution of employees' inventions and matters to be carefully considered in introducing criminal penalties for patent infringement.

At the end of the meeting, the leader Mr. YUE Zhongming expressed gratitude for the valuable opportunity given to directly obtain opinions on the evaluation and expectations of the Japanese business community for law enforcement uniquely conducted by the Chinese government. The meeting was meaningful for both parties.
