2016 JIPA Representatives' visit to India

During February 9 to 13, 2016, JIPA's Asia Project sent an 8-membered visiting delegation led by vice president Mr. Bessho (Honda) to Delhi, India, and held opinion exchange meetings with the following 6 IP-related agencies/institutions.

Delhi Patent Office, Department of Industrial Policy & Promotion (DIPP),
Delhi Police, Dehli Customs (Central Board of Excise and Customs),
India IPG, and RNA, IP Attorneys

At the Delhi Patent Office, we exchanged opinions with them on practical issues including a clearer acceptance period in the Indian Patent Act, and asked them about the Indian search system "InPASS."
In DIPP, we had a meeting with the new Secretary, Mr. Aggarwal, and conveyed our disapproval of the shorter acceptance period listed as an agenda item in the public comment, and requested improvement in the procedure of the accelerated examination. We also discussed the publication of the examination manual of trademarks, and for designs, the abolition of the upper limit of the compensation for damages and the introduction of the system for deferred publication.
Furthermore, we petitioned the Delhi Police and the Delhi Customs for the disclosure of information on and faster prosecution for the enforcement, and asked them to strengthen IP education for their staff and the general public.

This first visit under the Modi new government was timely and appropriate amid ongoing economic cooperation between the Japanese and Indian governments.
